Chuck French

Chief Executive Officer

As Co-owner of Payne-French Associates, and CEO of G&C Development LLC, Chuck French oversees all aspects of the business and financial performance of the real estate holding companies. He performs real estate business, financial, acquisitions, planning, and operations management functions. He is directly responsible for the growth of the company from startup to its current position.

Prior to starting these real estate companies, Mr. French was responsible for the development and structuring of new revenue opportunities for UUNET, Inc.’s Global Wholesale Services Group, focusing on creative ways to enhance UUNET revenue and profitability through product development, partnering, and effective network implementation. He served as the primary liaison between the wholesale channel and the Network Implementation and Operations group, chartered to ensure that new products and services are cost effectively implemented and sustained.

Mr. French was Director of Network Planning for UUNET, with primary responsibility for the planning, provisioning, implementation, activation, testing, and quality assurance for UUNET internet access networks (dial access and DSL). In this capacity, he was directly responsible for planning and building the world’s largest and most geographically far-reaching access networks for all of UUNET.

Before UUNET, Mr. French was a Senior Vice President of Consulting for META Group, Inc. (now part of The Gartner Group), a leading information technology research and consulting organization. In this capacity, Mr. French was responsible for all IT and network outsourcing consulting services, delivering strategic consulting to senior executives on both the buying and selling sides of the IT outsourcing marketplace. Major clients included, among others, American Airlines, BMG Entertainment, Johnson & Johnson, the International Olympic Committee, Halliburton Energy Services, several Blue Cross/Blue Shield groups, IBM Global Services, and EDS.

Mr. French has also held management positions at I-NET, Inc. (now part of Getronics) and IBM, all focused on information systems integration and outsourcing business development and operations. In addition, he served over eight years as a nuclear trained officer in the U.S. Navy Submarine Force.

Mr. French received an MBA from Yale University in 1991, and a BS in Aerospace Engineering from the U.S. Naval Academy in 1981.

Reecy Payne

Vice President Property Investments

As Co-owner of Payne-French Associates, and Vice President of G&C Development, Reecy Payne performs business, operations management, marketing functions, and property management for properties owned by the G&C Development companies in Oregon, Nevada, Tennessee, Pennsylvania, and Texas.

Ms. Payne is primarily responsible for our furnishings management consulting practice.  Ms. Payne is experienced at identifying, qualifying, and helping to implement real estate asset investments. She is responsible for “best of breed” partner relationships and product development. She manages our vendors, design team, movers, maintenance and subcontractors. She oversees the qualified property managers and advertising budget that for the real estate portfolio. This includes corporate rentals, long term rentals, development projects, short term rentals, and vacation rental management.

She is responsible for planning, budgeting, and managing contractors and subcontractors for all company remodeling projects, and for oversight and management of all rental operations.

Prior to her experience in real estate, Ms. Payne worked in the telecommunications and information systems industries for over 16 years. Most recently, she was a account Director in the Qwest Wholesale Markets Group, responsible for major nationwide wholesale accounts, including MCI/WorldCom, UUNET Technologies, Wells Fargo Bank.

Major products and services for which Ms. Payne was responsible include telephony, internet access networks, and internet backbone connectivity equipment and services.

For her major banking customer, Ms. Payne planned and implemented a large scale outsourcing arrangement, including the delivery of telecommunications services, business resumption and disaster recovery services, and call center support. She managed a large, geographically diverse team of service specialists, project managers, engineers, and account executives in the carrier division of Qwest.

Prior to Qwest, Ms. Payne served in a variety of management level positions for US West, Bell Atlantic, and GTE/Verizon, in Houston, TX and Portland, OR.

Ms. Payne graduated in 1984 from Stephen F. Austin State University with a BA in Marketing and a second major in Communications.

We can’t say enough great things about the Payne management group. We were relocated by my husband’s company, again, and we had no time or energy left to try to lease our property. A pure blessing is the only way to describe the management style of Reecy Payne and her group. They took care of everything! Not only did they find a long term leaser they even found a short term renter immediately that helped us with cash flow while we were making the transition to a new city. Reecy and her group took care of the preparation of our home as well as all the paperwork and payment set up. Having properties in the past and managing them ourselves I can say without reservation their management style takes all the guesswork and stress out of leasing our property!
